That's about the only way you'll officially see the new content in single player
Nah Rockstar hasn't released new SP content since before GTA5 even came to PC. The only exception is the iFruit radio station and the burnout mechanic for muscle cars, which I'm pretty sure were added accidentally.
If you don't play GTA Online, new updates are just assets that you have to spawn with mods.
Good luck, you have to install Battleye to get online now.
You can play all of it, which is actually kind of annoying since you'll likely get bombarded with calls from contacts trying to sell you a business.
