That's the same on Legacy.
Too difficult for R* to put a 10s timeout. They would have to kick customers with bad internet...

Learn to use Quitter for GTA Online

"Quitter is a small hotkey-based application that allows to create Solo Public Session in GTA Online on demand by suspending the process. It can also kill the game or network connection to prevent unwanted transactions if the situation demands."

I have had moderately better success when I load the game into story mode first, and then switch over to online. Its not a fix-all, but there does seem to be an improvement with loading times. If I do come across a loading time that is in excess of 30 seconds; I'll just tab out and browse the internet for a couple minutes, and then tab back into the game to see if its loaded. If it hasn't - ALT+F4 is the next step.
