Before I start, it's important to establish an understanding of GTAO's host system. Within a lobby, there's a session host who handles players joining/leaving in addition to having the authority to kick players. And there's a "script host" for each script. There are around 300 network scripts. The most unique and what we're interested into is the freemode script.
The raid timer for Special Cargo is initialized by the freemode script host of the lobby. In public lobbies, someone could be a session host and someone else could be the freemode script host. It all depends on whose connection is the best. In private lobbies, you are, obviously, both the session and script host. The raid timer is initialized with a random value between 5 to 10 hours the moment you load into a lobby. The two conditions where the timer is not initialized is when you're either within an activity session like a contact mission or the option to become a CEO/MC is unavailable for some reason. Once the timer elapses, the freemode script host picks either himself (assuming he meets the conditions) or someone from a list of players who meet the conditions below to trigger the raid on him.
The catch with private lobbies is that the raid timer remains the same as you remain the freemode script host thru them. Going back to single-player and back again to invite-only lobby doesn't reset the timer. The raid timer is only reset until the raid occurs or a new freemode script host is chosen or, of course, you restart your game. Even if you switch from an invite-only lobby to another, the raid timer stays the same.
- Silent Raids
After the Criminal Enterprises update dropped, players started to experience silent Special Cargo raids. A silent raid occurs when you aren't registered as CEO. Thus not giving you a phone call or a clear hint other than several map blips disappearing as if you were in a mission. Players assumed this is a bug caused by the new update. However, the bug existed way before that.
The flaw causing the bug is that the game checks if you own a CEO Office instead of checking whether you're registered as CEO. Thus, exposing you to raids despite not being a CEO.
Prior to the latest update, this wasn't as much noticeable since Special Cargo raids are disabled on private lobbies. That has since changed with the latest update of course. This circulates us back to an important part of how the raid timer stays the same between private lobbies. And with most players preferring to AFK for long times within private lobbies. A silent raid has a high probability to occur.
TL;DR + Workaround
If you prefer to stick to private lobbies and would like to avoid Special Cargo raids altogether, make sure to restart your game before you hit the 5 hours mark or more while AFKing or playing in-game in order to reset the raid timer.
iam pretty sure mystery prize special crates are also still broken or had anyone already the luck to get one with a successful delivery to a warehouse?
sometimes my personal vehicle spawned inside pac standard heist bank
and sometime the map did not load correctly while leaving the bank it looked like being under the map but could be fixed by reentering bank
propably a thousand more bugs still present
this game really needs a api tool which reads all the hidden timers
R* should add a raid protection to gta+
I don't do those stupid business since a long time but if i remember correctly you just have to switch to a new lobby to cancel/postpone the raid.
If you close game, you lose everything.
For MC business it's the opposite, never switch lobby, close game.
