When I try to play Online it says the game must be restarted to enable BattlEye.
It does this every time.

A while ago with the non-enhanced version I have disabled BattlEye but now,
this is a different game, no launch options are set, and I don't see anything in my account settings about that.

I don't want to start the game, wait ages watching the stupid initial loading screens, click online then get told to restart the game and watch the loading screens again.

I had to find the "Rockstar Games Launcher" and [x] enable BattlEye

I have the same issues, and while I managed to play online just fine for a while, it came back and no matter what I try, it's not working.
