..oh wait, Voice chat is also being "monitored" by some AI? In an mature/adult game? wtf.
....to moderate voice chat in a M rated game that has promotes theft & murder, while NPCs say the most vile things. And let's not forget about Franklin and Lamar frequent use of the a certain word that would get you banned nearly everywhere.

if this was the reason rockstar removed text chat, steam will for sure ban him aswell.
just report him and see if your guess was right.
player count comes from fiveM. so the official online chat doesnt matter much.
T is still bound to text chat, as are the other two text chat keys. They are currently disabled and cannot be remapped or used, but they are still locked to the so-far not enabled text chat.
Rockstar has not said that they won't enable it.
But given that they have language monitoring on voice chat in game, my bet is that they are waiting until they implement something similar for text chat. A lot of PC text chat was used for hacks and spambots unfortunately, so I get why they want to clean that up first.
In game, the Rockstar App and the phone text messages in game work, but are nowhere near as useful as text chat was -- they don't work easily on jobs, which is where you most need to coordinate with other random players.
We never used the in-game voice, just outside apps like Discord anyway. Without text chat, though, we can't easily send our app address to invite people we don't know in.
It's not perfect. Voice works, but nobody wants to hear 30 random people all talking with random sounds from their house, so luckily it doesn't get used.
But noone uses them... GTAO Text-chat was always the best option. You see a newbe, communicate with him and get him good. If you used social club chat, since no other option fits in here, then he still wouldnt be able to read your message, hence hes a newbe and has 0 idea of how to open the social club menu.
Even if you don't use it 90% of the time, not having it the 10% of the time you want it is a royal pain. I didn't care for the constant shark card spam either but when I'm doing a heist and trying to explain something to someone, SMS chat or whatever other BS option left doesn't cut it.
*ockstar crippled the game and it's not worth playing any more to a majority of their player base. Look at the review ratings for GTA V now and compare it to what it used to be. They just won't admit their mistake because GTA not-so-enhanced helps push their monthly pay to win options. Anyone stupid enough to pay a monthly fee for a game they've already paid for deserves to be fleeced, hence why player counts on Legacy remain higher.
Personally I refuse to play either. I transferred my char already so nothing I do in legacy matters any more assuming they ever fix the issue with the not-so-enhanced version. For now it's not worth playing, and losing any future progress means the legacy version isn't worth playing now either. Congratulations *ockstar on killing your game.
