Insure that there are no issues with R* and Bans, it's always best to check.
1) Out of game, log into the Social Club. Just to see if the account is OK.
SECOND, clean installs of the R* APPs.
2) Using Windows, uninstall both the R* Social Club and the Launcher. Simply deleting a file is not the same thing.
3) When you next start the game it will re-install both from the Cloud, what you want to see are the Permission Prompts.
That's it.
If the game still does not respond then at least those simple things are out of the way.
Open the Steam application. Select the game GTA V Enhanced. Right click on the name. Select Properties. Select Installed Files. Select Verify Integrity of Game Files. Let it run. Log back in and see if it's fixed.
If it's not fixed then contact Rockstar before you reinstall the game. They'll want your dxdiag and ms32 information.
(taking for granted you have followed step 2 in order to get the prompts again)
Does it ask for the permission prompts and then give an error?
What exact error?
Or does it just close out?
If you've received and given fresh Permission Prompts and are still having any of a number of issues in or out of game, in-game especially, or just spotty performance ...
Maybe this ...
"If your GTA 5 is not using full GPU utilization or has low GPU usage",

P.S.
I did need to do the GPU fix when I first installed the Enhanced version, but I'm not running Geforce Experience on this build, not sure that matters.
I have not personally had to do this "fatal error" fix.
I just found it by doing a search of the web ...
"GTA5 Enhanced" + the error you had.
I highly recommend you try a similar search.
