Wrong email shows up on Rockstar Launcher
I have not played the game in a while, i go to launch the game and rockstar launcher pops up asking me to verify me email.
The email that is there is not mine and never has been, what is going on?

Yes, it does sound like your account was stolen.

This happened to me last year as the hacker was able to sign into my account and change the email address to the account without any email or mobile text notification to me to, say, approve the change in the first place!!! Absolutely unbelievable that Rockstar allow that.

I complained to Rockstar about the lack of basic security and enabled 2-factor authentication on my account after getting it back several weeks later and changing my password.

I now have all my game launchers set to start with Windows so I can check daily that I have access to my game accounts. Once verified then I close the ones I do not use to prevent them running in the background. I believe this is a good idea albeit it does increase the Windows loading time slightly (although i can still use the desktop while the various launchers finish loading in the background).

Will likely need to contact R* over a compromised account if you don't recognize the email. Or, you can also check your email inbox, you 'might' have an email from R* talking about the email change - and that email has a link to let you recover the account without their help (it may also be in another language, spam/filtered, and the link may have even expired). Obviously do your diligence on that email, or skip it and go to R* anyway.

Been happening for years now, absolutely absurd.

tl;dr/lazy - use this link below to contact R* without logging in to RECOVER the already linked social club account/fix/change email to one you have access to. Many hoops to jump to prove you're the owner, have steam account, cdkey etc, and roll the dice on help-

/goodluck - for some it is a couple hours, others days/weeks, multiple tries.

i can't even run the game because of this. any way i can just remove the compromised account so i can get a new one?
It may be possible 'now' - it was much harder on legacy. Some user simply aren't willing to give up their progress, and prefer to recover their account. Either way, recovering the account - by changing the email on it to one you can access...

will likely have the same hoops as... getting them to unlink the steam account from the social club account - since at last check, we still can't do that ourselves on the R* website (edit - checked, still same - must contact R*).

Just be sure when you talk to them that you say.. recover if 'recovering'/fixing the email - and only use unlink, if you are trying to detach the steam account. They really do have poor support and that causes confusion. They may also ask you to 'confirm' with.. whatever email you ARE using to talk to them 'not' your old one, etc.

It's many hoops. Some get this resolved in hours. Others.. never.
Of course, they also have livechat, that has needed you to actually log in to use (people make throw away social club accounts to do this) ---- but for like 2 years, they wouldn't do account help/recovery on it. Some people have reported lately they had success so maybe R* changed their stance on that now.
