Water is broken?
Anything above the normal water setting murders my GPU. 100% usage and ~25 FPS when underwater. Not even joking.

If you keep Water quality=High or above, you must keep Reflection below Very High (e..g, Normal or High).
If you keep Water quality=Normal, then you can increase Reflection quality above High (e.g., Very High).
The patch fixed it.

ps; lowering water quality down to normal fixed the problem for me, this setting is broken atm

imagine thinking 100% gpu usage is bad, clearly this person new to computers.. you want gpu usage, not no gpu usage.. welcome to computers

You want "high" GPU usage, not "Full" GPU usage, as that would mean your settings are above what your hardware can handle...

huh? i'm getting 120 fps on ultra with raytracing on max with the water at 1440p in online

This isn't a problem if you have a recent GPU my friend who has a 5070 has no problems with everything maxed. I have the same problem with 1080 ti otherwise its 110+ fps 1440p almost everything else max.

Some of you are missing the point. The frame rate plummets compared to any other situation in the game once you go underwater, with the water setting above normal specifically. On my setup, floating with the camera above the water on the sea and facing the horizon gives me ~40% GPU usage and 60 FPS, but the moment I submerge it goes to 100% usage and ~24 FPS. However, if I keep the water setting at normal, the GPU usage and frame rate remains practically unchanged. It's clearly not normal behaviour.

yeah, same issue. I only fixed it by lowering water quality \ reflection quality settings, decided i'd stay with ♥♥♥♥♥♥ water until rockstar hopefully fixes this bug.
if set the reflection quality to high, the problem disappears

I'm under the impression the devs left underwater ray-traced reflections or refractions tied to the water and reflection settings and always enabled, even if you have ray tracing disabled, and even if your GPU can't enable ray tracing at all actually.
My GPU sounds when im under water ,like a starting jet! 3800rpm

If that's the case, then we can simply force disable ray tracing for the game from nvidia profile inspector.

Hitman 3 had the same problems with mirrors, if you kept ray tracing disabled the game stuttered around mirrors if reflection was activated.

Setting raytracing off from there solved it.
