Currently installing so will see first hand shortly for myself and feedback.
People spending all that money on gpus and can't even see the difference in graphic settings. Gpus are becoming a status symbol. Its no wonder there's dlss, Nvidia was like, our customer can't even tell the difference with graphics all they care about is numbers.....give them high fps
Anyway you can get those numbers, 800fps and hope they never figure out what latency means...but at least they can't see graphical differences.
I'm not making fun, its just true. I've always been artistic so I notice subtle visual differences and people that aren't artistic will probably just want to see the numbers, more mathmatical.
That's called bloom. To deactivate this effect just use the "normal" preset for post processing
I whacked all the graphics to the max with full RTX with a 4090 14900ks and it looks the same? Maybe some parts look slightly tiny bit better but otherwise it’s the same visually? Okay the cars look slightly shinier but it’s a shiny car… it wasn’t raining to test but then that’s one rain example.
I’m lost but I have an amazing OLED monitor as well so I know it’s not that. The game doesn’t even have HDR from what I can see but visually it looks the same to me.
That is true but then considering they have not announced GTA6 for PC, fixed the modders dropping money glitches faster than anything else in the game because it hurts their bottom line from the previous legacy version.
I did noticed some random issues like I cannot sell a car. Prices are still mad in game. Some weird reset issues with stuff but ultimately felt and looked the exact same. Might just uninstall and move on because it’s nothing interesting to me after about 250hrs in the legacy
For me night time is much more noticable.
Also shading looks better, so characters should look more real due to shading and less flat. Its hard to describe good shading, should make characters pop out as well. -only way I can think of putting it.

btw im a 3D animator & graphical artist. i have 80k subs on youtube and my animations have received millions of views. just stating that to let you know i do have an artistic eye of sorts and im seeing very little to no difference with the Enhanced update. But like i said earlier, i believe this may be an issue with mine and OP's 7000 series cards. I actually have a 6700 in a cheaper budget PC i use for TV & VR gameplay... i'll check out Enhanced on that later on and see if i can see a difference there.
