This was the full response I got after asking for an elaboration on this issue. Looks like there is some algorithm that determines whether your account is eligible…. Seems a lot of people won’t be getting in.

Imagine being so incompetent as a company that you punish players with ineligibility for migration because of your own negligence that led them to getting into trouble. They only recently added an anti-cheat system, and even that's not yet proper.

also, if you use mods online you deserve to be banned..

How about the fact that a lot of innocent players got caught in false flag bans because they happened to be bystanders as hackers rained money on them without their consent, said money which got wiped away as illegitimate progress anyways?

And please don't mix single-player modding with Online cheating. If you have single-player mods, the game outright blocks you from going Online.

I recommend the Nightclub Owner. Can easily pull in $50k/day effortlessly with that before engaging in the criminal shenanigans that come with it. Kumora (Armored) still a pretty solid starter choice for vehicle. Beyond that, keep as much of the $1M allowed to carry into game for the other stuff.

The other starting professions require more work, and the involvement of others to bring in top dollar, and you can get all that crap later in game if you want it.
