A source would be nice.
Also says on the Store page that its required to be installed on a SSD. I dont think that would cause an online migration issue would it?

I couldn't solve the problem. I will write to support but I don't know where to write. There is a transfer tab but I don't have a PC, I have a PS5 and an Xbox.

i have a rockstar account and a steam account.

my steam one transferred ok but my rockstar one does not.

This was the full response I got after asking for an elaboration on this issue. Looks like there is some algorithm that determines whether your account is eligible…. Seems a lot of people won’t be getting in.

My online account migrated and seconds and I was in playing. They likely identified issues with your account from encounters with hackers/cheaters over the years, and you'll get to start fresh because of it. You've been born again, rejoice!

i just saw a lvl 8000 and a lvl 1000 on the lobby, so im not sure if its bc of modded accounts
