Low gpu usage
When i change settings from maxed to lowest fps dosn't change at all. GPU usage at 65% max. 30% gpu usage when on low settings)))
4070ti 2k res.
r5 5600
32gb 3200hhz
ssd m2.

Yeah, after the steam release i could run it with hundreds of FPS with way worse hardware we had back in the day.

Don't want to upgrade on ddr4 no more, waiting for better prices for ddr5.
Even though the R5 5600 shouldn't have a problem running this game....AT ALL, this does sounds like a CPU limitation. Try this, under "Fame Scaling", set it to "Sampling", then set the "Resolution Scaler" to "3/2 (x1.500) as well as "2/1 (x2.000). One of these settings should force your GPU to run at either 98/99%. If your frames do jump up then you are in fact encountering a CPU problem with this game. Do note that the Enhanced edition runs on DX12 and not all system configurations "like" DX12.

For sure mate, but AAA developers don't give a ♥♥♥♥ about problems like that. 1 billion $$$ + in sales, so why care about it?)

I actually don't believe it's an optimization issue though. I can comfortably run the game at a locked 120fps with my 1080 Ti/5800X3D on Ultra at 1440p.

To fix that, set your water quality to normal. Any setting higher than that is intended for faster, more modern GPUs.

I understand, but dont worry, even my 9800X3D bottlenecks me a bit from time to time in this game, dont know what they did...

Same problem here, i have a 4060 ti i can get 100-120fps only when the RT is off and the GPU usage work on 30-40%, when i put RT in every settigs the fps run to 80-90 fps and the GPU work on 50-60%. My CPU is 5700x and work on 35-45% in every settigs graphics. I see bechmarks and the graphics card can work well whit other cpu, but, common man,my cpu is not that bad.
i tested at 1080p just for fun (4090 and 14700KF) and my GPU usage was 50% which is not good. there is a massive bottleneck with most of the CPUs WTF . AT 1440p is the same but GPU usage is a little bit higher ofc but not ok

that cpu bottlenecked 70% on gpu usage at 1080p which is ridiclous wtf rockstar

Having the same issue, GPU usage won't go past 50% and CPU usage is around %35, changing settings doesn't help at all and the game stutters like crazy when I move the camera around. Changing frame scaling to AMD FSR 3 - Native AA helped a little with the stuttering but not completely. Seems to be an issue with newer hardware, hopefully it can be fixed with a patch if rockstar are actually willing to work on it.
