Alternatively I also get 120 fps with all RT on Ultra and DLSS Quality at 4K with every setting maxed...

Turn framerate cap off and vsync off and you are still stuck at 120fps even with a 144hz monitor.
i guess they wanted to play it safe.
if you tried running 240 fps you would be complaining about the game locking up lol
Even UE5 is not that bad
I played on PC i9-14900kf, 4070 Ti Super in legacy version with lock on 165 fps (fps above this - stutters and bugs), but is not over yet.
In GTA Online even with 165 fps game will be crashed unpredictible with message about Memory limits.
Then, I noticed that some controls aren't works propertly such as turn on/off visor on the helmet. I was trying some fps locks and stopped on 125 fps. In this case, all kind of content works great and crashes dissappear.
So, I guess, Rockstar knows about it and just loked FPS limitter at 120.
Anyway, this is great solution. You can turn all of your graphics setting to maximum, even with RTX, and if you have 120 stable FPS, you may be calm.
