You need to enable 3D sound system in windows managment
press win + i => system => sound => find output device => properties => in the option Spatial sound switch to Windows Sonic headphones
I close it all down restarted and checked setting again. I turned on ATMOS in windows and then manually confirmed the ATMOS is working in game and Windows is sending as ATMOS/PCM. I played some single player and it absolutly has separation over the normal 5.1. Its not verifiable with a logo like with bitstream or HDR, you get that badge. Now if sounds are missing thats a another story but I was able to verify atmos separation and all audio level were loud and crisp verified through all 9 (5.1.4) channels.
I would suggest running the newest Windows and Dolby app but they could make this easier.

This is poor support of Atmos and turning on Atmos in Windows does not solve the problem. I knew this was going to happen but NetFlix does this as well.
Some services or games will try to jam Atmos data into the DD+ stream. Its a limited Atmos bitrate wise but none the less works.
Games can choose to do DD+ with ATMOS or Bitstream in FULL ATMOS. This game does neither and bit of a bummer. I have 5.1.4 set up monitor what actually working with ATMOS well.
Turning on ATMOS in windows can just take the 5.1 and force it to ATMOS and does not mean the atmos data is actually being sent.
I can have windows on stereo and when sending in "ATMOS" the receiver will pick up the bitstream. If its using DD+ it will come over as "DD+/ATMOS". Clear as day when the track is being sent. Windows hides this by upmixing everything and you cant trust whats its doing.
Outside of this I have no clue what this game is actually doing or sending.
