I think its for both things, after i synced the story mode you have to go back to the main menu DO NOT CREATE A NEW ONLINE CHARACTER like some are saying.
Then on the main menu go to Online Mode, watch the mini trailer and right after that there should be your characters ready to transfer. If you don't see your online characters then you probably need to migrate story mode.
Thanks for the details, do u feel $4million we get by not migrating is more worthwhile than $1million from the old game with enterprise dlc?
I've been giving it a lot of thought, and honestly, in my opinion, it really could go either way. Either Starter from Old Legacy or $4million startup from New Enhanced have advantages of their own, over the other offering.
For Criminal Enterprise DLC:
An assortment of accommodation/houses, extra garages, some sports cars, bikes, and the cheapest CEO office, all can be bought for free (zero dollars), plus the $1million that can be spent on other things.
While having free houses and cars is nice, the main perk, for me, is the cheapest CEO office, as it allows you to become a CEO (i.e start your own organisation right away), which unlocks certain missions, especially one particular heist where you can do the whole heist on your own (completely solo, no need for friends). Having said that, it doesn't sound as easy as that, as it can be quite tedious without even more investment of cash, which $1 million will not cover.
So, even with a free CEO office to get things underway as soon as possible, there is still that barrier to entry which comes in the form of more investment, which, with $1 million, won't really cut it just yet. But for what it's worth, a lot of infrastructure can be given away for free, but it's just that.
With Criminal Enterprise DLC from Old Legacy Online, you can buy multiple free properties (the ones that are made free), and you can also buy the same free sports cars over and over again. Having said that, if a sports car was bought for free due to the Criminal Enterprise DLC, it's resale value will be zero as well (assuming it had no added car modifications). Those without the Criminal Enterprise DLC will still get some cash back, but that's only because they never got some of these assorted cars for free, due to the lack of the DLC. (Just to be clear, the DLC gives "free coupons" which are seemingly unlimited for the cars, but the DLC itself doesn't add additional cars. Everybody [With DLC or without] has the opportunity to acquire the same cars on the market)
$4 million startup from New Enhanced Online, you get to initially choose four different career paths; If I'm not mistaken, from memory, Executive (Nightclub owner), Gun runner, smuggler, and biker (bike gang member). Of the $4 million, you have to spend at least $3 million, which include your career path's base of operations, a vehicle, some weapons, and another category, can't remember. So after obligatory spending, you should be left with either $ 1 million, or an amount lower than that in cold cash. Presumably there are no "free coupons", unlike Criminal Enterprise startup from Old Legacy Online.
I never really played the $ 4 million startup from New Enhanced Online, because I migrated my Online character from Old Legacy straight away. So, I don't really know about it that much, but I get the impression that New Enhanced startup gets people to start a career path right away, whereas with Old Legacy Online, you basically start from the streets, then freelance your way into what you want eventually, but with the Criminal Enterprise DLC, your "humble beginnings" from the streets is aided by some cash and infrastructure that you can take advantage of.
