So i was wondering if i have to re-buy the pack if to get the best start or i can just create a new character and it would be their?
No threads or other places have discussed this just yet.
The story im not to far in at just the beginning after fishing all the tow truck missions unlocking the option to go without Tanya and the first 2 that introduced Michel.
I've seen players have issues not getting their old saved data for me achievements are cool and fun to have so is it worth it just to start over?
So, if I've read correctly what you've wrote, you bought Legacy (old game) with the Criminal Enterprise pack, haven't started Online on Old Game (Legacy), but you're wondering if that DLC (and its perks) will be transferred over to Enhanced (New Game)?
The answer is; No, but Yes. Ok, allow me to explain.
The Criminal Enterprise Starter pack from Old Legacy cannot be used in New Enhanced.
Having said that, when you start Online from Old Legacy, with the Criminal Enterprise perks, once you've started a new Online game from Old Legacy, and the Criminal Enterprise perks take effect in that Old Online game, the effects experienced in that Old Online can be transferred to New Enhanced. But the Criminal Enterprise DLC itself cannot be carried over.
"The effects" of the Criminal Enterprise DLC, however, once that's taken effect, once its taken place in your Old Legacy game, you can then transfer what has been experienced in the New Enhanced Online game.
Ok, so what does Criminal Enterprise DLC entail in Old Legacy, and how does it weigh against what is on offer in New Enhanced:

When you start Online in Old Legacy with the Criminal Enterprise DLC... Ok, I'm just going on memory here, from what I experienced myself, so I don't know if the DLC has changed, but hopefully it's the same:
Criminal Enterprise DLC perks:
$1 million cold cash, for you to spend on whatever. The cheapest office building is free, some accommodation can be bought for free, some assorted sports cars, and some garages.
These perks, they don't exist when you start a New Enhanced Online game. But, if you start from Old Legacy, you can then transfer all the "stuff that you may have bought for free" plus any of the remaining $1 million in cold cash that was given to you in the beginning.
As for starting a New Enhanced Online game from scratch:
If you decide to start New Online from New Enhanced, then you're given $4 million. The catch here is that you have to spend at least $3 million on an assortment of things, given the career path that you want to take from the Start, be it "entrepreneur", gunrunner, and whatever the other 2 are. This feature is personally new to me; It was never implemented in Old Legacy. And if it was, it was probably right at the end, since I started Online on Old Legacy some years ago, and some things may changed since then.
Anyway, I hope that clears things up a bit.
The point is, Criminal Enterprise DLC is not in New Enhanced, but you can take advantage of its perks by starting from Old Legacy, the migrating that Online profile to New Enhanced. But bear in mind that New Enhanced also has its offerings when starting anew from New Enhanced.

Try to delete some file of the game and then check for integrity.
*Have the legacy version installed, upload your profile from the menu, then delete the legacy version of the game (if you want to save disk space)
*Then install the enhanced version of the game and download your profile from the menu (you get access to all menus after going to story mode)
Yeah not ideal at all, you need to have legacy installed to migrate.
The upload concern the story mode content only, no ?
