Here is the process to enable text-chat in GTA Online Enhanced:
-Write a Resume
-Apply for a job at Rockstar
-Work there a few month to develop a text chat functionality
-Wait for next major patch release
-Enjoy

Terrible having an hard time playing with friends without chat the game is pointless we keep making big mistakes with text chat I can tell friend where Im going now we all over the place

there is text chat being added, see this post for where to find the developer commentary notes. it's also on the GTA forum.

You can either send a text message via the ingame phone. Or send a message via the rockstar games social club to your friends. R* said the ingame chat will not be available inicially.
