The simple answer - no

Mods will always have an advantage over vanilla in terms of visuals.

The long answer - yes

This will allow you to play GTA Online with some improvements like uncapped FPS, DLSS and other much needed features on top of better reflections and shadows, which would otherwise result in a ban if added to GTA Online via mods.
