My last card was RX 590 "fatboy". It was very preformative for it's price.
The upcoming AMD cards look good too. Really I only pick Nvidia now for DLSS or other techniques which AMD is slowly catching up to. Nvidia are too happy to restrict Vram on lower cards.

OMfg it is literally the best suggestion at a strict budget

currently I have a nice cooler master case I've taken good care of with a nice motherboard, if anything I'd likely use something from a used PC i mean not a bad suggestion but my current build does already have a lot invested into it id rather switch out parts

for 400 I would say an rx 6700xt or rtx 4060ti 16gig or rx 7600xt are your best options

Thank you darkblade, I'll look into the RX 590 fatboy GPU as an option. Anything really is better than this second hand card i got off a sketchy e-bay guy for $100 bucks
