Global Illumination is not the same, we've had that for like a decade already in most titles and it's light weight compared to actual Ray-Traced Lighting, like that we see in Cyberpunk.
Another one who can't read, OP said max settings + full RT at 1440p, that will simply be impossible with an rtx 3070, if you want atleast 60 fps.

You clearly have no idea what you're talking about. Both the CPU and GPU are crucial for GTA V especially with RT in the mix. Acting like only the CPU matters is just wrong. GTA has always been a mix of both and anyone who actually understands PC hardware knows that.
And yet here you are confidently spreading nonsense like some console player pretending to be a tech expert. We don’t even know how well RT is implemented in the enhanced version yet but I can guarantee a 3070 with a comparable CPU will NOT run it at max settings with RT enabled at 1440p. You're out here telling others to 'stop making a fool of themselves' while doing exactly that yourself. Maybe take your own advice and do some research before posting

Global Illumination runs fine in any game in the past decade that I've played that used it.
It's not the same as RT Lighting as seen in Cyberpunk which will tank your FPS by upto 80% depending on your system.
