I mean unless they did a really good job optimizing RT performance.
I would guess that they didn't but hope to be wrong.
The rec specs on the store page are for 1080p on high... A 3060 isn't far off from his card dude.
Or maybe learn how to read, op is asking if he can play at max graphics with RT enabled at 1440p, that will simply be impossible. It will run but nowhere near max settings, You are the troll.

RT enabled with a 3070 will destroy FPS. My guess is that op can play at high/medium settings without RT.
second of all, like many other games out there you tweak the settings to you PC's specific specs so that you can balance out the graphics to your liking and therefore able to play the game.
If R* did not optimize this game properly then we can all point fingers at them. beyond that if your PC can handle the legacy edition with medium to high stettings you will be fine....just know that Ray tracing WILL tank FPS.
