Depends on what you mean with "can it run". Will it start the game? Probably yes.
Will it be enjoyable? Unlikely.
But I don't see a reason why you shouldn't at least give it a go. The minimum requirement GTX1630 also has 4GB RAM and isn't too far off in performance but I wouldn't expect high framerates of 60+ with anything above low/medium settings.

It wont run it good. With these specs you might even struggle with Legacy version

It runs fine for me, with the textures on high, even if the vram usage is above the maximum vram of the card, it doesn't seem to use it all, and I'm getting pretty consistent 60-70 fps.

I know that Intel may have screwed the mobile ARC video cards, but they're not as bad as people think they are.
