Because the new version has different hardware requirements - so that you can still play the 'legacy' version in case the enhanced version doesn't run, without having to keep downloading and reverting between versions. You can also run both versions side by side, you can have both installed and compare the two. It's actually a better method that they include two different installs to run it from - so you can choose which one works best and uninstall the other, or keep both installed at the same time. It probably is easier for them to update the games as separate installs too.
So in the end I can delete Legacy if I'm not interested in it anymore (and it takes up 114 gigabytes on my SSD) and if I delete Legacy it won't prevent Enchanced GTA5 from running?
Yes you can delete Legacy and install Enhanced without issues - they both work separately
