Quite the opposite, buy the new RTX to get better frames buddy or else you're running it at like 30 or 40 fps on low.
Depends on how old your rig is, does it have an RTX gpu even if its an older gpu? If so, you can use DLSS to make the game run smoother.

If you don't have an RTX GPU you're not going to have a good time running the enhanced edition.

All you can do is try it on march 4th and see how it goes.
what are your specs?

It will not be harder to run unless your GPU doesn't support DX12, which I think the game will use since they have ray tracing implementation. It might even run at a better framerate due to the newer API and they might have optimized it somewhat more to take advantage of newer hardware. Also they have most likely fixed the stutters/lag that occurs when above 160 fps.
Turning on raytracing will of course hurt your performance a lot, how much? We can only wait and see.

Idk how they're implementing RT, if it's full RT out of the box with no disable option for RTGI, reflections, AO, and RT Shadows.. its gonna run poorly on non RT hardware unless there will be a toggle between HW raytracing or software RT which will offload RT processing to the CPU.

It might be Hardware RT only, like you said, We'll have to wait and see.

There is lossless scaling frame gen tho I am not sure how well it works with onboard graphics. just don't expect enhanced with potato hardware.
