I'm assuming Rockstar is using better file compression technology nowadays.

Steam is only downloading the depot files, which are compressed. The game is decompressed on launch day.

better compression techniques and i guess that they also crealed out some useless files from the old game

Preloading is just downloading some encrypted and compressed files
