The simple bundle is just the game, and then the great white shark card, which just gives you game cash to spend on whatever you want.
The other bundle features the game, plus the criminal enterprise starter pack. This one doesn't give you the cash from the shark card, but rather, when you start GTA Online, you can get a certain amount of 'starting cash', and have to use that on several things before you are allowed to start the game. It makes you pick what business you want, then you can pick from some weapons to start with, some vehicles, etc. You must spend nearly all of it before you are allowed to 'start', so when you start the game you'll have very little cash remaining, so have to spend wisely. Still, it's the better value than the shark card version.
Of the businesses you can start with, there's the executive office (which is needed to do the original heists, but not the later ones), then there's the Motorcycle Club and lastly the Bunker. The latter two are better options than the office, as the office was the first new content the game had, and in comparison, the money making potential of the office isn't as good as the MC club or Bunker, but I picked it anyway because I wanted my main starting area to be in the city. :P
I would recommend NOT wasting money on sports cars. The only car you should spend money on with the starting cash (if you decide to get this version), is the 'Armored Kuruma'. It's a bullet proof car that makes surviving missions a hell of a lot easier than regular cars, and the vehicle has additional ramming force due to it basically being a tank. It can overpowers many vehicles by pushing them/ramming them off the road compared to normal cars. You also are allowed to use it in contact missions, where as most special vehicles are disabled in newer contact missions. It makes soloing the Clucking Bell heist setups much easier.
Instead, use the money on upgrades to the business itself (whichever one you pick). As far as weapons go, the compact asssult rifle, sweeper shotgun, and machine pistol are the only ones you really need to start off with, so don't need to waste more money on other weapons. The machine pistol is what you'll use when shooting from inside your car, while the rifle can be used on foot or when on a motorcycle (due to it's small size), and the shotgun has a fast fire rate and will shred enemies at mid-to-close range faster than the rifle/SMG can.
That'll help you get started in a more optimized way and set things up so you can solo content for a while more easily to make cash, then can start taking on heists later.
