It helps to turn on the map (TAB) to see what you are doing and zoom with +/- buttons near your backspace.
More Specifically...
You should go to the central area with four gates and a control lever panel that opens and closes them. You should go to gates (from left to right) 1, 2 and 3 (you can skip 4) and find a switch to press in each one. The switch will ALWAYS be found before you fall down into the deep sewers and circle back to the beginning.
The three switches will raise the sewer water level in the area of the second gate. Once you raise it three times you enter through the second gate to get deeper into the lair of Moff Rebus.

Still think that the game should make it a little more clear on what you should do.
On a positive note. I do love how creepy the lvl is in the dark sewer system. I got scared the living hell out of me and run out of ammo two times because of paranoia. I knew the trash compactor monster was in the game, I just didn't know how scary it would be.
There's plenty of guides & walkthroughs out there if you get stuck. Feel fortunate. Back then we had to buy help in the form of strategy guides. There was barely an internet to get the help that's now free & plentiful.

Well I am from that era of video games. I grew up playing and beating plentiful of of puzzle filled games. The ones that came to my mind the most are the Resident Evil Trilogy, Dino Crisis and Silent Hill. I don't have a problem with puzzles. Only annoyingly designed ones.
The problem I have with this game, is that most of the lvls feel like mazes, in a lot of them you have to keep going back and forth through the same maze locations, it doesn't help the fact that the game doesn't have a high resolution option, which makes even easier to have a literal headache for me. And the puzzles range from interesting to just feeling out of place and annoying. Its a doom like ACTION fps game. A bunch of puzzles in almost every lvl wasn't a convenience for me.
Also as for feeling grateful for the internet... lol what? xD I always try as hard as I can to beat a game by my own, looking for information on the internet is a last resort thing for me. I actually find shameful how 90% of the kids nowdays watch the whole game and all the secrets and recomended builds before actually getting around to playing it. No I not grateful for a million walktroughs youtube videos and final bosses on thumbnails the moment a new game hits the market.
Btw don't even know why are you replying to me, in such a spiteful way my I add. My problem has already been solved thanks to MR sonderkraftfahrzeug which was very polite and helpful to me. And so far I doing pretty well through out the game. Infact I have already beaten it. Btw if I've followed your ''advice'' on how I should deal with lvl 3 I'm pretty sure that I would have just given up, uninstalled and let the game rot in my library. Again thanks to people being kind like a certain guy that helped me around here. I actually got around to experience the whole game without having to look on youtube spoiling the whole thing for me. And I'm glad that I did because, its an actual pretty good interesting game as a whole. And a cool part of the history of star wars in general.
I am straight up lost by what you mean because I flipped 3 switches and then you talk about a second gate??? what gate?
