What exactly is this? What's considered a "proc"?

Proc chance is of course the chance of an effect activating, but it's unclear what %chance events it applies to, as it doesn't say
it would be very strong if it applied to the new dodge artifact

I was wondering about that, but struggled to notice since normally my attack speed is already stupid high to see anything happening on the screen by the time I start getting proc chance up (the few times I tried)

Just to clarify here it does not affect Instant Attack Chance or any other stats. Only abilities/artifacts.

OK, thx. Then it was just the increased chance for mega crits in combination with the ridiculously high attackspeed.
