Overtuned builds?
Something's always gonna stand out, but in a world with Seismic Slam, why would I want Axe Toss?

I'm always going to be fighting hordes, or at least a group even during an elite or boss encounter, so the big aoes are always going to pay the rent while the single target stuff gets lost in the mix.

Also feel like Melee Thief really needs some love. I realize playstyles need to stand out, but Seismic Whirlwind Leaping Barbarian is just a spin-top of death.

Axe toss is the best active for one reason, 20 energy cost. Add in pierce, projectile amount, and the many other projectile exclusive stats its not even close.

I made it to arena wave 35 today on double dagger thief pretty easily. Dodge mechanics are pretty darn good once you unlock all the pieces for it.
i'm guessing if you get the new artifact with max dodge charges, as much block as possible, and high attack speed, you'd be very unlikely to take any damage from anything besides aoe

That's funny, because whenever I play barbarian I'm like "why would anyone pick Seismic Slam over Axe Toss?". You can trigger Axe Toss twice with the same energy it takes to trigger the slam once, plus if you're running throwing axes and you get some piercing/projectile amount/split chance that'll boost your axe throws too.
also, this may be too obvious to be worth mentioning, but i strongly suspect that getting 200% rare item chance as quickly as possible will result in the strongest builds overall, they seem to give a large amount of the green stat boost shards that give powerful stacking boosts you can't otherwise get
they also seem to give more and higher rarity gear/gear upgrades, which is nice of course

Axe toss activates a lot more often, so scales other abilities to work off how often your primary goes off. Axe toss also scales with stuff like projectile amount, projectile split chance etc.

The game is also not out yet, there's going to be (I'm assuming) more builds, more abilities, and more options. Trying to 'balance' anything now is only a waste of time at best, and a detrimental practice at worst.

This seemed to be the culprit at the time. There's definitely merit to Axe Toss with the proper build. As luck would have it, an overly favourable light was being cast on Seismic Slam over the development of certain builds that seemed dim when selecting Axe Toss.
