I`ll give it a try and report back soon.
Motivated by your question, I decided to test it again. The post is a bit long, so be patient.
First, I didn't post it before because my Windows 11 (dev mode version) got corrupted twice: the first time due to a ghastly crash playing The Witcher 3, and the 2nd time after a power outage. In both situations the boot files were corrupted beyond repair, the OS went into a continuous bootloop, forcing me to reinstall everything again. Then I had forgotten about the game.
Concerning W11, the important thing is that the new OS ran it well.
Apart from a small bug, the game ran surprisingly well in 4k mode and, for the first time in a long time, without using any patches.
I confess that I had already given up on the Steam version, preferring to use the GOG version to test patches, because (until now) I had never been able to run the Steam version without gamebreaking problems.
I don't know what the Steam people have been doing with the game (they certainly did, as until recently it was incompatible and only ran without 3D mode for me), but everything is 99% normal now.
The cutscenes ran full screen and even the game's music played normal (which I never had achieve without a music wrapper).
The only drawback was due to a small corruption in some of the textures, difficult to explain in words. It looks like certain small parts of them became transparent, but nothing to ruin the gameplay.
My specs: i7 3770 3.4GHz, Gigabyte MOBO, 16GB DDR3 RAM, RTX2070 SUPER, Sound Blaster Z audio, Samsung 4k 40" TV (3840x2160).

With 3D acceleration enabled in options, I had a black screen until I downloaded a Voodoo wrapper and installed it. It's very straight forward. Simply download the wrapper, extract the files, and copy them into the game's directory.
I don't know why they don't bother to include the wrapper in the first place...

Yes, it works on my Windows 11 Laptop.
Default Screen was 800x600 and works Ok.
I used Screen Resolution 1024x768 for a better experience.
Optional: You might have to adjust your Mouse Settings.
Menu, Settings,Controls, Mouse
Select Mouse Y Axis
Uncheck Reverse direction box
Accept and Play.
That is all.
