Report a translation problem
In the Bieberfelde Mod you cannot call-in for more fire trucks ''off-map''. You have to handle the events with the fire trucks provided in the stations. If I may ask, why would you want to call-in more? Besides that, you do not need tech assistance in Bieberfelde if I am correct.
When you want to tow away wrecks, your police officer needs to be really close to the wreck. The notification "Unit is not close enough" implies this, you need to get closer.
If I can remember correctly I was also unable to complete the tutorial due to the pump not working. You are however able to use it in free-play right?

Edit: Trying to install the custom GUI but that's giving me grief too. I tried the mod directory and base game directory. Is there a different location where I should be installing it?

Yet another edit: After responding to a fire incident in free play, I've found the pump not to be working with a split hose either. The only way I can extinguish fire is the rapid response hose, which just isn't feasible for building fires.
