Why no base Gogeta?

We know he has a base form and Vegito and Gotenks do so why does he not feature in base in any games?

Even though he has a base form, it was never shown in the movie he appears in and this game, as it currently stands, will not include anything introduced in Dragon Ball Heroes.

We have never seen Gogeta's base form, unless you count Veku? We aren't even getting Super Gogeta (movie), as we are just getting SSJ4 Gogeta (GT). While I wouldn't be against the inclusion of his other forms, I also don't see it particularly being necessary.

It doesn't make sense not to have SSJ Gogeta anyway, since Janemba is in, and he has only appeared in the same movie as SSJ Gogeta!

Janemba isn't in DBXV actually... Sorry to burst your bubble. The only movie characters are Broly, Beerus, and Whis.
