I would actually say a saiyan female is the best starting race by far. The reason for this is simple: Super Saiyans in this game basically have the ability to spam ultimates and supers. Other players can punish you for this in PvP, but the AI will typically get hit by them easily. And you need to beat NPC's to unlock the skills and abilities that are used on your other characters. You see, you can't start a new character until you beat the game, and when you do, they can use all the skills your original character unlocked, as well as any z-souls and clothing your first character is not wearing or has on any presets.
In a nutshell, your first character is the character you use to unlock stuff for all your other characters, this is done by fighting NPC's, and super saiyan spam makes female saiyans better at fighting NPC's than everyone else. Once you beat the game with a female saiyan, and unlock a bunch of skills, your other characters can be built for PvP. However, you should keep in mind that having all your other starting characters start with every move in the game takes a lot of challenge out of creating new characters. Your first character will basically require more work than all your other characters put together, and while you can play through story mode in order using the time vault with new characters (which is what I do) your new characters will have every pq and mentor available to them from the start, something your first character could not have.
I would reccommend looking at Archmage Mc's Big Numbers Guide in the guides:characters section. Saiyan Females have high supers and ultimates, so they get a lot of benefit from Super Saiyan. Saiyan males have the lowest supers and ultimates in the game, but the highest basic attack stat.
Humans are very potent, they have really strong offense, can take hits and that passive ki regen (it gets higher the more ki you have) helps a lot. If you want to play more with physical supers male, for energy based female.
Saiyan, they are good for spamming (females are better at it than males, but both can do it really well). This makes the entire game really easy (against AI, not players), but can be rather boring. It's really effective though.
I personally would go for a race of your choice, the game will be more difficult but you maybe are able to do it nonetheless. Feels also better to do it without having to rely on spamming. If you don't want to spam, saiyans are lackluster and humans are superior.
Human males are powerful STRIKE super users and two very capable strikes are available very early.
The layout I would recommend starting with is.
Super 1: Meteor Crash - This is a very powerful attack, and very useful as a "ki dump" A full combo of this does about the same amount of damage as a Ultimate attack
Super 2: Evil Rise Strike - This isn't a starting one, but it's very easy to get early in the game. It has an instant timing and does a very good amount of damage for what it does.
Super 3: Energy Charge - Humans are all about KI, and getting more of it keeps you in the fight.
Super 4: your choice, but I usually use some kind of defensive move here.
Ultimates don't matter for now, you wont be using them, Meteor Crash is more reliable for now.
Evasion: your choice, but you want to make sure this will get you out of a jam.
As for stats, put everything in STRIKE until level 40. You passively increase your STA and KI stats just by leveling up (and in order to get 1 more Ki or STA bar requires 25 pts in the stat) and being a human, you don't use BASIC ATTACK as much as others do (you naturally regenerate KI). For gear, aim for HEALTH and STRIKE, basic attack will come along for the ride. If you cant get HP, STA is a good alternate to help you "vanish dodge".
As for combat, get in quick, toss a quick hit combo to generate some KI and open the target up and cap the combo with an Evil Rise Strike at close range. If you have 3-4 ki bars full, use the Meteor Crash instead to put a pounding on the enemy. If the enemy leaves you alone, Energy Charge your KI to make them pay for it.
As you can see, getting the character "up and running" is pretty easy compared to a Super Saiyan or a Kaioken build (or even a KI Blast build) which requires grinding for abilities. This way you have a character who can actually get the other skills that other characters will use (once you clear the story mode and unlock the other character slots.)
Also, the concepts you learn with this character should translate very well to other characters types, which helps you in the long run since you'll be using almost all the mechanics in the game.

2 Evil rise strikes do 73% more damage and cost less ki.
Go what you like/playstyle Is, you can still pick a female saiyan and don't have to spam.
Melee Is also good choice, It maybe a little harder but not to hard. Melee can beat the game, any race can beat the game, just takes time and patience.
I suggest going human (earthlings) for first playthough as they are balaced, or Frieza race since their normal ki blast can stun an al or player.
If you don't minding out leveling PQ/Story, and If you have all the dlc, I recomand getting pan as your mentor ans trying to get at least A,S,Z ranks. She IMO by far one of the best mentors for exp at lower levels, and u can have her as early as level 4.
