Why were some of Frieza's and Cell's forms omitted?
This has been bothering me ever since I found out about it.

In the game, both Frieza and Cell lack most of their forms. Majin Buu is missing a few as well, mostly the evil and Super Buu variants but its not bothering me quite as much.

Frieza is missing his second and third form. Now, I understand why the story mode didn't include them (play the Frieza saga to find out), but that doesn't explain their absence in the roster. The 2nd forms likeness (the head design) is even available for your character creation process so that confuses me even more. The third form I sorely miss because its my favorite... and I couldn't even give it to my own character :(

Cell's forms missing is a bit more odd. I swear I caught a glimpse of Imperfect Cell at one point during the Android saga, so the model exists. Semi-Perfect Cell is nowhere to be found. The latter would have had powers like Galic Gun and the Big Bang Crash which isn't in the game.

So the question is, why were some of the most important villain forms left out and yet we get like half a dozen of each Frieza soldier that all feel the same?

Probably space limitations on the X360. Frieza soldiers are color swaps. And caC stuff consumes most of the game's space.

Because devs are lazy and want to milk more cash making another dlc with them in the future.

I'm not sure, I always did like freiza's form 3 and cell's form 2. I also found it funny when frieza kept speaking to zarbon and dodoria in the bardock saga, despite them not existing in the game.

I actually just finished that story arc a few mins ago and couldn't help but notice that lol

They actually have a model in the game for Cell's first form, you are correct, they just didn't do more for it. Which kinda makes sense for Cell because he didn't really develop a lot of his own techniques in that(/those) stage(s).

It'd be mostly for a different basic attack series and since no one even uses roster characters it'd be a bit of a waste anyway.

Maybe but still seems a very strange omission. I could understand minor characters like Cui or Android 19 being amiss, but we are talking about the big 3 here. I would think they would make sure to have at least the basics covered.

Cell did at least 1 unique attack. the Big Bang Crash I mentioned. It ain't much, but considering they allow each and every single version of the good guys (just look how many Gokus there are!) its still strange.

Now, don't get me wrong: I LOVE this game, but the roster is easily its biggest flaw to me.
