The List of Strongest Earth humans is as follows
1) Hercule
2) Android 18
3) Tien
4) Krillen
The reason I think Tien is stronger than Krillen is because of the height advantage. In Dragonball when child Goku fights master Roshi and loses. Roshi admits it's only because he had the height advantage that he won, because Goku was a lot stronger than Roshi.
He's not a Z fighter....

Ubb could be stronger than Kuririn, but there's no way of knowing.
And, between Kuririn and Ten, this is what I think:
When first introduced, Tenshinhan is definitely stronger. He's older, has more experience, and more disciplined. HOwever, Kuririn is naturally more gifted (much stronger at an younger age, we can persume, and better with Ki Manipulation; he even teaches himself how to fly). Kuririn also has his potential unleashed, something which Tenshinhan never experiences.
Does Tenshinhan train more? Yes, but honestly, not by so much and considering Kuririn's natural talent, combined with having his latent powers unleashed by Sanjuro-sama, I would say Kuririn definitely has a higher battle power (he's depicted as very resilient throughout the Dragon Ball series despite everyone always criticizing him for dying). Not to mention, during DBZ, he gets way more experience fighting much tougher opponents than Ten ever fights. The edge that Tenshinhan has over Kuririn, which is merely a substantiated opinion, is that Kuririn is very careless. If Kuririn didn't, "take things so lightly," to quote Vegeta, he would be a much more capable and successful fighter. Not to insinuate that he isn't, but just compared to the saiyans he doesn't always have that combat focus, not to say he isn't a smart and tactical fighter (he's just scattered brained).
