Well, consider all the variations of CCs, that would need to implement alot more data to make sure it matched the character using it.

No. The ghosts take the face of whoever made them. That's why Buu's ghosts had the face of Buu even though Buu only knew how to make the ghosts because he had Gotenk's knowledge of how to make the ghosts. He himself had no clue how to do it. So if your explanation was right then Buu's ghosts would have looked like Gotenks and not Buu. Since Buu's ghosts look like Buu and not Gotenks then the ghosts look like whoever made the ghosts.
The rest of the ghost from the neck down is generic blue ghost stuffs.
And this wouldn't be hard to implement, all they'd have to do is make the ghosts have the same heads as the character.
