How do you actually progress with masters?
So, I've beat the whole story line, including the new GT stuff. Early on, I got Piccolo as a master because he appeared early. With him, I seemed to be able to progress pretty fluidly, getting him done around the Cell saga, without doing alot of PQs. From then on, I kept Piccolo for awhile because I like his ultimate assist. Though now, changing masters, I don't know what to do.

I found Krillin, went with him. Did his first training bit, got his move, and he won't progress anymore, saying I should "Get a flawless victory, and something special will happen". Well, I did that. I went into a PQ and won without being hit. Come back... He says the same thing.

Alright, there's Android 18. Maybe she'll have something better. Beat her first training bit... And now all she does is talk about energy.

Ok... How about Cell? Alright, beat his first training, and got his move. He tells me how great "All Clear" is. So, I equip it, and go into a few missions using it. I've hit people with it at least 20 times now, and actually made sure to BEAT about 3 people with it so far. Come back... Still talking about how great it is.

Why can't I progress with anyone? I've looked online and I can't find a guide or anything to specify what to do.

you progress just by doing PQs/story, you don't have to use the technique in battle to progress with your master, it just makes it faster as does using your master as an ally in PQs.

Progress with masters is just slow.

Also you can get a flawless victory by doing PQ1 a few times since it's easy enough you should be able to avoid taking any hits but I can't remember Krillin asking that of me, for me he asked me to supply him an item made from the mixing shop.

It takes a loooong time to master someone, but it sometimes ends up worth it. Krillin was just absolute garbage, as expected. What I do is I start a mentor, do his training, then as soon as I see another mentor I activate him. Your progress goes towards every mentor you've already acceped, so you can just cycle through them until they're all mastered.

Talked about this with people yesturday, and note this may be a placebo effect, but it may be during missions where that character would most likely appear may increase the progression meter. Me and another was talking about progressing Yamcha and was doing end game PQs and once we switched down to around 1-3 stars, he seemed to go up faster. I have NO way to test this since I max on every mentor, but maybe you could :D Nice rule of thumb to start with is what star quest is the mentor giving you, and try to do quest around the game difficulty. again, not sure if this works, may have been a placebo effect

You level them up much faster if you Z rank missions
so yeah do some low level pq's that you know will give you
z rank everytime

Each master want something from you :
Yamcha : Want you to always play cool and die soon
Tien : Want you to be cool, look like the strongest but nothing more
Krillin : Want you to die while howling so your friends can get pissed
Piccolo : Want you to dodge
Ginyu : Want you to make poses, always, anywhere, anytime
Frieza : Want you to be able to destroy some planets in 5 minutes, even if it mean cutting yourself in half
C18 : Want you to get rich
Cell : Want you to be perfect and get perfectly killed by a teen
Gohan&Videl : Want you exactly the same thing as Ginyu but while cosplaying
Gotenks : Want you to use the skills that look the less effectives ever
Vegeta : Want you to never bend over even if you're actually a weakling unable to do anything
Goku : Want you to always take a beating and ask for help at the end
Beerus : Want you to learn how to cook pudding if you don't want your face to be destroyed
Satan : Want you to become a real champion and world savior, you know you come from the best

A bit more seriously, don't listen to this advice, actually it increase with the rank AND the points, as the low level missions give less points you'll increase a lot less. Try some high level mission where you can get easy S/Z rank (some gorillas are the perfect targets ...)

I am not sure if what I am about to say is true , but it seems certain masters, specifically the ones with lvl requirments take longer than others . So far I have completed Goku , Picoolo , Vegeta , Android 18. and Gotenks and am currently working on Gohan and Videl .

Well I smell a whole lot of BS on here. @Temur Alraedy done Krillen and Piccolo, Vegeta stuck on item. I had accepted captain ginyu, than switched over to 18 after doing his first thing, and than found cell (who i'd wanted for awhile) and since I Z'd two PQ's and didn't get even a c^&t hair for 18, accepted cell. Now I am over half done cell, Z'd 5 and he hasn't move. (along with the other previously activated ones supposedly supposed to increase). Not to mention, sometimes I don't get progression until I talk to them and find out they're giving me an item
