Dodon Ray?
I just saw a Player having it equipped... I did not see any quest in which you could get it?
A cheater?
Otherwise how do I get it? : 3

Oh alright, I never saw Tien though, DLC stuff or where do I find him?

Yeah, Dodon Ray is learned from Tien as the 2nd ability out of the usual 4.

If you have the seasonal pass at the moment, you can get access to a portion of the GT Saga which is to be released in full as DLC to everyone when I am going to assume is finished and two mentors, one being Tien is included.

The seasonal pass as mentioned in its description is for all eligible DLCs.

The season pass is for all future DLCs. Think the dlc alone is about 10$

I think it actually only includes DLC Packs 1,2, and 3. Those are the only DLC promised by it anyway. If they release a DLC Pack 4 maybe it will also be included? Maybe not? Who knows.

It seems strange if it is every single dlc, but the steam store at least doesn't state how many DLC packs it does cover, the closest is this statement about unlocking all of them, not specifying a number that all is. Something that made me a bit worried when buying it, as it doesn't exactly give any indication of how much content, or spread over what time frame. Just all of it, the first bit in March. Most normally give a final date (as in, a time by which all the DLC will have been released, may be sooner.)

I use Dodon Ray. I love it. I like the way it was implemented in this game. Extremely low damage, and terrible range. But it's extremely useful because it is 'insta-fire' with no charge time or animation, and it's also very accurate when you use it right, because the beam travels very fast. It's great at interrupting melee characters and keeping them in check, for a low ki cost. It causes decent knockback for being such a weak attack, too.
