Linda Young was the best english Frieza in opinion. I really feel and believe that Frieza was evil and a super narcissist with Linda. I just don’t buy Chris Ayres Frieza I can detect that it’s just an actor saying lines and I don’t really feel the evil. Plus Chris Ayres Freiza borders on mono tone sometimes so I can’t hear what he is saying. Linda young is the best Frieza.
As for Gohan I think these to clips speak for themselves which one is the best.

DBZ Kai Gohan SSJ 2 is fail compared to the original English dub.

NamcoBandai are going to use the Voice Actors that the company who provides the localization for the series provides. So Funimation provided the English Dub actors they happen to have.
While I agree that in some cases another dub actor can do a better job capturing the character then the original, they can also end up being horrible. I personally think that the DBZ Kai Freiza English Dub VA is not as good as the original.
As for Japanese vs English VA...well I agree sometimes the Japanese Dub actors tend to capture the character better. Maybe they had a better director in some cases. In others the writting on the English Dub can not be saved by even a skilled VA (Remember "Believe it!!").
Goku's English VA has been played by Sean Schemmel since 1999. He has done voices in pretty much every series that Funimation owns the localization rights to, but Goku is by far his most famous/ most important role. At this point replacing him would be like Dan Castellaneta not playing Homer Simpson. Not saying that someone COULDN'T do a better job, but the change in voices would be so drastic that it would be jarring to some.
How could you possibly? When he shows up in that PQ and goes "WAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAH" it's like nails on a ♥♥♥♥♥♥♥ chalkboard.

There may be a couple people missing here and there, but this is a decent list.
Also I don't see how Sean Schemmel is worse than the big green dub... In fact I'd argue he's the best Goku voice in all the dubs, I certainly like him better than the Japanese one.
As for Freiza... The original Funimation actor died... I think Chris Ayres is a better performance, but for the sake of nostaliga... The old one is just gone now, so there's not much choice on that matter.
