How to play local versus??

I have two xbox 360 controllers plugged via the windows receiver. The game acts as if only one controller was working. Both controllers can control the character, but when I talk to the versus NPC he says to prepare a second controller and I can't figure this out.

It just says that by default. Once you get into the local VS screen it will allow player one to press start to select which controller the game will recognise as player 1 and then the other to press start to show the game what controller to recognise as player 2.

But when I talk to the guy he only says that and ends the dialog... the versus screen simply doesnt show up? Do i have to unlock it or something? I've only finished the tutorial with trunks and looked straight up for the local versus part of the game.

Oh. Complete the saiyan saga of the story mode then the local vs should be unlocked.
