How to unlock Full Power Charge?

Which PQ does it come from? Also, even if you achieve ultimate finish with Goku in SS on PQ 14, does that not always give you Super Saiyan?

I think mine unlocked at level 50. The higher level you are, the more things show up in the shops.

Pretty sure it's in the shop eventually same with SSJ, all drops are RNG as with triggering the extended parts after you finish the bonus objectives. Also shop unlocks are based off story completion.

No skill or equipment is a guaranteed drop in this game. Meeting all the requirements for something to drop makes it possible, but not certain. Still down to RNG.

Not level-- story progress. Beating Cell Saga allows you to buy Full Power Charge from the store.

I recall a site I ran into where it tells you how to earn moves during PQs. A lot of them require you to beat a character with a Super or an Ultimate. If I ever find that site again, I'll link it.

Don't waste your time with the RNG for stuff that will show up at the store. Both full power charge and maximum charge are at the skill shop if you're far enough with the story. Same goes for the super saiyan 1 & 2.
