Well the argument I guess is, after all, if we're all half-saiyan, Gohan had a tail, why not us? (and then, Trunks and Goten didn't...).
Just giving an argument in favor of people who'd want a tail there, I certainly don't want one personally!
Kami clearly de-tailed them.
However, i remember Krillin asking Bulma if they removed Trunks Tail when look at his ass when he was a Baby.
So it's kinda implied that it got removed and half-saiyans have tails too.
There's not really a good excuse for not having the option to have Tails. Maybe that was just a excuse for not adding Oozaru transformation to saiyans.(a shame, i would love to turn into a giant monkey)
Like the OP and a few others, I am quite infuriated at this issue. The audacity from Dimps / Bandai Namco to take off something that could have been added so easily and made so many of us be happy is just baffling. Just to put salt on the wound, the game does have a few SSJ4 characters with fully-animated tails, as well as several characters that naturally have tails with very smooth animations. But today, I saw a video that revealed a few things that make me... suspicious... The video in question is the following:

You can see SSJ4 Goku doing animations that belong to Broly, which are unnatural for his model. However, you can see that Goku's tail actually moves normally, it moves according to his moves even if they're Broly's moves. Why is that so important? You see, since Broly doesn't have a tail, then if you gave his moves to a tailed model the tail would be completely static. But the fact that it has animations leads to a few theories:
- SSJ4 tails have pre-determined animations that are applied to idle animations, hitting animations, flying animations, etc. These animations would apply regardless of the character animation set they're on. If this is true, then you can swap SSJ4 Goku / Vegeta / Gogeta's moveset with any other characters' moveset and the tail would have the same animations. And if that's true, then it might be possible for modders to grab a SSJ4's tail, alter the texture, and put it on any character (including CaC's), and we would finally have a way to give our characters the Saiyan tails we want.
OR
- Saiyan tails were originally a part of the game, but were scrapped sometime during development. It is possible that Dimps had already built tails as an accessory and applied animations for all the different moves that a character can perform, and SSJ4 tails are just the same but with different textures, which would explain why Goku's tail has animation in the video. If that were true, then applying a SSJ4's tail to any non-tailed model would yield the same results as in my previous theory. And if it were applied to a tailed model (Frieza, Bills, etc.), I'm wondering if the Saiyan tail would replace the existing tail, or would the model have two tails? If the latter is true, then Saiyan tails are deffinitely an accessory and not a natural part of the model, seeing as Frieza and Frieza clansmen actually use their tails to attack.
These are just theories, of course; don't take anything I said for granted. Regardless, I am somewhat confident that there is a viable way to mod animated Saiyan tails for CaC's (any CaC, not just Saiyans). And this evidence makes me even angrier that Dimps / Bandai Namco tail-blocked us when they already had something ready.
Actually, I don't believe it's stated where our CaCs come from. A player's Saiyan character could very well have been nabbed from Planet Vegeta from the time before Freeza destroyed it, and thus SHOULD have a tail like all other full-blooded Saiyans. It's clear that characters wandering TokiToki city are from various points in the timeline, as one of the quests you get is to help Guldo gain his spot in the Ginyu Force, which means he was brought to TokiToki city from a point in time somewhere BEFORE the Freeza saga took place.
