Not sure who got all that information on stats, but I'm fairly certain it is 1 for 1.
I've been seeing huge difference of stat bonuses when making new characters while I put my farmed outfits on them. I highly doubt it is 1% of your current stat, because that would mean I'd barely see my graphs move if I am a level 1.

You can really just look there to see what it all looks like, and the stats they provide.
This guide has a section that explains the effects of clothing. As it is, if you have a stat with a lot of points, clothing that buffs that stat will give a larger buff. If you have a stat with few points, even a 5 arrow full set to that stat will give only a meek buff. This also works for the negatives. I have tested this myself various times, mostly on Ki blast supers, making them do truly ridiculous amounts of damage..
BUT, that's all for min maxers. For pve and most pvp, you win through either skill or taking advantage of the various supposedly OP moves. No need to wear something you don't like.
I would argue that in some cases it can make the difference, ESPECIALLY for Saiyans. Bottom tier ya know, we need all the help we can get.
That being said, you should really ONLY do a Pure Basic Attack build with a Male Saiyan. Female Saiyans can do either Striker (not recommended since your HP is so crap and you're not terribly quick) or Ki builds (better but Earthling Females are still far superior).
Please trust me on that. I spent the first 150 hours of my game time trying my hardest to make a Basic Attack / Ki Blaster Male Saiyan hybrid but it just doesn't work. The damage output (even with 100 in Ki S. and Ki S. gear) is just too bad.
As for female saiyan vs ki human famele, that has gone multiple ways for me in pvp aswell, females saiyans do get more z assists than humans, so if you can land one ulti off, and its z assisted than you usally win. Just never put any points into ki on saiyans, it's a noob trap in my opinion, rather use correct z souls to extend your transformations, or recover ki and stamina fast, that way you won't have to waste stats.
Then again, I'm starting to believe that you shouldn't put way too many points into a single stat because you will need those for other stats like HP and stamina. Though again, I must repeat that for most cases (keywords: "most cases") a build like this will do well in all pve and most pvp, (again, keywords "most pvp" not all of it) given you really know what you are doing with the build in terms of player skill. For top tier pvp you will probably need to go into specializations. Though I would love to see someone playing up there with some sort of balanced build. I definitely love their versatility.
I've been testing a fe-saiyan 'balanced' build. Instead of basic attack I'm going ki blast and strike. So far for my type of play she's been fun to play. Being able to either do similar damage with both ki blasts and strikes, or the versatility of using different cloth items to empathize a little on ki blast or strike, and make presets of those, makes the character quite versatile even if her punch isn't as hard. But not needing to leave a pvp room to change characters while still being able to go strike, ki blast or hybrid on the spot is a nice thing.
Now, I'm heavily pve based. My current shown hours are merely a small fraction of what I've played, most of the game being played offline. I also cannot consider myself a pro, mostly considering that pve does not really require skill. Only patience and to find patterns in the AI to exploit. Also have not played in quite awhile because of work and other things.
As tl:dr, Make your build and run some tests, preferably against live players, as those will make the best testing ground. Then go back to the garage and tweak more.
