No, Frieza's final form was different to coolers original form, frieza's new form looks like a mixture between coolers form and frieza's final form.

So as you can see it's not a simple colour palet change but it's not a complete redesign either, It hits a decent ballance in my opinion.
It's called dementia and I 100% agree. But he lost his mind back then after Z or even Cell (Buu saga was a joke, even GT was better). His SSJ4 design was horrible comparing how it looks now.
Concidering he originally wanted to stop at the namek/frieza saga, it's no surprise that what has come after is nowhere near as good.
Don't diss the buu saga. while weird, it did eventually lead to the buu waifu characters that are running around, so its not all bad.
But golden freza is just... yeah.
Yeah, I can see how there were some signs of his story telling slipping in the Buu saga, but I found that there was still so much to be loved there, and the spirit of Dragon Ball Z was still intact. Dragon Ball Z finished on a high note, and it felt right to end it there. Then came the mess that was Dragon Ball GT, and the uninspired design of a "Super Saiyan 4". All you had to do was keep the gold hair/fur and green eyes (design-wise at least, but again there's nothing that can make up for that horrible story telling), which again is something you can thank Akira Toriyama for as it was he who designed it, the first real sign that he had lost the plot as to knowing what made Dragon Ball Z so iconic.
What followed after can only be explained as insulting; "Dragon Ball: Hey! Son Goku and Friends Return!!" yeah, you remember that one right, "Dragon Ball Z: Battle of Gods", and now "Dragon Ball Z: Fukkatsu No F"... Yeah, he has long since lost the plot, and I for one am sick of seeing "franchises" (for want of a better word) being pissed upon, by their own creators no less.
