Dragon Balls won't Drop

I've literally been farming all day. Are there prerequisites like completing story mode or something?

PQ12, Patroller right at the start. Just spam retry if there's no Patroller there and if they don't drop a Dragon Ball (aka Key Item) obviously.

nope, they just have an incredibly low drop rate, as does every other reward in this game. after 8 hours, i finally got super vegeta to drop from the PQ.

I got decent droprates, but I always try to Ultra-Finish. Super and Ultra Finish might up the drop rate.

the drops are from time patrollers not from finishing the quest a certain way

PQ12 is the best farming dragon balls

Well Dragonballs need about 1,5 to 2 hours per wish (depending on the luck you have for the last 2 Dragonballs) - I am convinced each Db has separate chance of droping so if you are missing more, it is easier to drop.
With that said it is much easier to get the Dragonballs than getting lets say Vegito's clothes (I have 1 of 4 after at least 1 hour farming it)

I've been farming pq 12 and they always drop two materials expect for the rare chance they only drop one material. I was thinking that the one material is a dragon ball that shouldve dropped but didnt because i was missing prerequisites.

I know the plan:
Pick PQ 12 or 19.
If no patroler there, retry.
If patroler does not drop a "Key Item", retry.
Otherwise, finish it to actually get the dragonball at the end of the PQ.

And I got 4 drops in a row (for a total of 6) when finishing them off with Ultimates. It seems so reliable, that if you don't get a Key Item either your Ulti was not the killing blow or you are still on cooldown.
