Training from Vegeta dafuq
I have gotten only like 2 low lv skills from this guy when will I get final flash? I'm currently lv 43

Nope, when do I take it? I've seen a low level 40 with final flash and wondering why I haven't got it yet.

You have to be his student for some time. While you do Story and PQ fights with vegeta will be available, when you get to the last one he'll give you Final Flash

Do the missions he gives you, preform well in PQs to get the missions.

It is the last training he offers. How you get it is by using the techniques he teaches you in combat. I am unsure how the game becomes satisfied with usage but eventually he will challenge you to another training fight and teach a new technique and then ask for the Z Soul "i'm the strongest on Earth". After you give him that he challenges you to another fight and teaches you another Technique and once the game is satisfied with your usage of it he challenges you to his Mastery fight.

Final Flash is the fourth skill he gives out, Shine Shot comes before that. Are you stuck on the Z-Soul he wants? Best way to get that is to go do PQ #5, and trigger the bonus objective by killing the Saibamen first in each room. Then, when Raditz and Nappa show up again, kill Vegeta first, then Nappa, then Raditz, and the item should drop.

I have final flash at 30, but I started training with Vegeta really early. It's an outrageous skill :)

With Captain Ginyu, his final mission did not appear until I talked to him. Try talking to Vegeta to see if it triggers the quest to appear.
