How does one get this? what are it's stats?

I noticed it in the clothing shop after completing the main quest line. upper and lower cost 100k and the hands and feet cost 80k. I haven't seen it as a reward on any of the pq's. I'll get back to you on the stats.

I'm assuming because T4S makes parody DBZ episodes... though I don't get why it qualifies for a ban....
