I mean player made characters, not Omega Shenron, Super Andriod 17, or SSJ 4 Gogeta

So beat story for custom chars or all chars which one is it

After you finish the story, you'll unlock the other slots for custom characters.

Other pre-existing characters from the show will unlock as you complete the story. GT characters like Omega Shenron must be wished for after you collect the 7 dragonballs.

This is incorrect, the wish that people thought was for more slots actually is used to unlock the GT characters.

The other 7 slots unlock once you beat the story.
