(Probably) Did u verify version for ur controller driver?
Maybe unistall and re-install driver fix it.
The mouse does seem fully-functional, yes.
* I plugged in my roommate's controller. Same issue, no ability to control the camera with the right stick, but everything else worked fine.
* I tried the controller in a game I know it works in: Slime Rancher. Everything worked, including the right stick (which controls the camera in that game just fine)
* I unplugged the mouse altogether to see if the mouse was somehow superceding the controller's ability to control the camera: no go, the controller still did not move the camera.
* I reinstalled the controller and its drivers to no avail. I also checked for Windows 10 updates, none were available.
* I deleted all of my DBXV save data and still nothing.
