There's also some context missing from this. The PlayStation 2 port of Raiden III, which the PC version is based on, was made in an era when 16:9 was something you joked about. It was made by Moss themselves, and noone else involved with them really wanted to change what they made.
That's how it is with OverKill. This was a Moss-developed PS3 port of Raiden IV that they just wanted to do, much like the original 360 port of IV. Now that exact PS3 port is coming to PC, and the publishers don't really want to mess with what Moss has done.

I am pretty sure there is a way to Raiden III with wallpaper but it requires some effort. There is an application called RocketLauncher (previously HyperLaunch). It can do all sorts of things for emulators but also for regular PC games. Including adding bezels.
i feel your pain..
i had the PAL version on pre order for ages and ages.. on the 360 (i think a good year after it had been released in the US) and eventually it got cancelled as they decided not to release it.. grrr!
was a shame it was a region-locked game, even though i knew it was pretty "bare-bones"
i think it's a emulated version even on GOG. Some old games i still play. Daytona USA is a example, but because SEGA don't release the Remastered version from PSN/XBL for Steam.
